Last time I did this, on my 2015 MBA running Mojave, I was able to get the phone robot to validate. The recorded voice tells me that it could not validate my entry. That requires you to enter nine groups of six numbers (!) with your phone keypad, which I did.
I got the same result as last time, namely that the verification server was down. I have just attempted to install it, first by updating to Office 14.7.7, which I could do, then by entering the product key. The publish date for this update was, making this is a fairly current update. The update shown in the image below is available from Microsoft Office for Mac 2011 14.7.7 Update. Both Macs have been upgraded to High Sierra (macOS 10.13.3). But occasionally my wife likes to use the laptop on the dining-room table, where she can spread papers out, and she is used to MS Word. I have Microsoft Office 2011 installed on 20 iMacs. After installing Sierra (10.12.6) on my 2010 13" MacBook Pro, I didn't bother to install MS Office.
